According to the Legal Metrology Act of 2009, if you are engaged in the sale or distribution of any packaged goods in India, including export goods, food items, and consumer products, you must obtain a Legal Metrology Certificate.
As per the 2011 State Legal Metrology Rules, a Dealer Licence is issued to individuals or entities involved in trading or marketing weights and measures. This is in addition to any importer or producer licences they may hold.

Submit the completed application form along with all necessary supporting documents to the district nodal officer. Based on the firm's location, the nodal officer will forward the application to the appropriate Legal Metrology Officer for processing.
An inspector will visit the applicant's premises to verify the production capabilities and review the submitted documents. The inspector will prepare a report, which will be sent to the Controller via the Divisional Assistant Controllers for further evaluation.
If any significant errors or discrepancies are found in the application, the Local Inspector, Assistant Controller, or Controller may raise objections and request clarifications or corrections.
Once the application is deemed complete and suitable for approval, the Controller will notify the applicant to make the required licence fee payment to the designated accounts.
After the payment is confirmed, the Controller's office will issue the LMPC Certificate in the prescribed format to the applicant.
